The Industrial Commission of Utah exercises jurisdiction over this Motion For Review pursuant to Utah Code Ann. '63-46b-12, Utah Code Ann. '35-1-82.53, and Utah Admin. Code R568-1-4.M. FINDINGS OF FACT The Commission adopts the findings of fact set forth in the ALJ's decision. DISCUSSION AND CONCLUSIONS OF LAW On April 29, 1994, the ALJ issued his decision denying Mr. Cordell's claim for compensation. On May 27, 1994, Mr. Cordell's attorney filed a motion for review which raised several conclusionary objections to the ALJ's decision, but providing no explanation. Instead, Mr. Cordell's attorney requested an additional 15 days to file a memorandum in support of the motion for review. On June 3, 1994, Mr. Cordell's attorney withdrew from the case. The ALJ granted additional time to Mr. Cordell to obtain the services of another attorney or submit his own memorandum in support of the motion for review.
