Carrasco asks The Industrial Commission of Utah to review the denial of his request for an evidentiary hearing on his claim of employment discrimination against Spanish Fork Foundry. The Commission exercises jurisdiction in this matter pursuant to Utah Code Ann. '63-46b-12, Utah Code Ann. '34-35-7.1(11) and Utah Admin. Code R560-1-4.A.5. BACKGROUND Mr. Carrasco filed a claim of unlawful employment discrimination against Spanish Fork Foundry with the Utah Antidiscrimination Division. After investigating Mr. Carrasco's claims, the Division's Director issued a "no cause" determination in Spanish Fork Foundry's favor. Mr. Carrasco then filed a request for an evidentiary hearing, which request was denied by the Industrial Commission's legal counsel.
