To establish the Woman’s Right to Know Act;4
prohibiting the performance or inducement of an abortion5
without voluntary and informed consent and specifying what6
constitutes such consent; to require certain documents proving7
that a minor is emancipated to be certified by the appropriate8
issuing authority; to prohibit a parent, legal guardian,9
custodian, or any other person from coercing a minor to have10
an abortion performed; to provide that the Department of11
Public Health develop appropriate forms for the consent and12
emancipation; to require the Department of Public Health to13
publish certain materials regarding abortions and14
alternatives; to provide for emergency situations; to require15
that only a physician may perform abortions; to prescribe16
criminal penalties and for license suspension of abortion17
centers; to provide for certain civil actions including18
professional disciplinary actions and license suspension; to19
provide for the right of intervention; to provide for a20
specific construction and a delayed effective date; and in21
connection therewith would have as its purpose or effect the22
requirement of a new or increased expenditure of local funds23
within the meaning of Amendment 621 of the Constitution of24
Alabama of 1901.25
