         Honorable George F. Adams          Attorney at Law          P. O. Box 1706          Tupelo, Mississippi 38801          Dear Mr. Adams:          Attorney General Summer has received your letter of request and has assigned it to the undersigned for research and reply.          In your letter of December 6, 1973, a copy of which is attached, you asked the following questions:          (1) Can the town of Verona, which now has a population of over 2,000 but which had a population of less than 2,000 in the 1970 Federal Census, buy and operate a radar speed detection machine?          (2) If they can purchase one, can they operate it on Highway 45 lying within the corporate limits of said town of Verona?          The answers to your above questions can be found in Section 63-3-519, Mississippi Code of 1972, a copy of which is attachad, which sets forth the guidelines for both the purchase and legal use of radar speed detection equipment. This statute first gives authority to the Mississippi Highway Safety Patrol to operate such equipment upon any public street, road, or highway of this State. Secondly, the statute allows a municipality, having a population of 2,000 or more to operate said equipment upon its public streets. You will note that there is no requirement in the statute that the population figure of 2,000 be based on the latest federal consus. Therefore it is my opinion...
