In your letter you state: Pursuant to our telephone conversation of this date, I would appreciate a written opinion from your office in regard to the question of the DUI refusal and whether or not it is handled by the Youth Court as is other DUI offenses. Reconstructing our telephone conversation, you asked whether the following language of Miss. Code Ann. 43-21-159 (Supp. 1983) applies to the administrative suspension of the driver's license of a juvenile who refuses to submit to a chemical breath test (Miss. Code Ann. 63-11-21, 23 (Supp. 1983)) as well as to the criminal offense of operating a vehicle while under the influence of intoxicating liquor (Miss. Code Ann. 63-11-30 (Supp. 1983))?
