Your letter states as follows: The City of Picayune has its own natural gas distribution system. We would like to attract new customers within our certificated area. Private gas companies and electrical utilities are able to offer incentives towards the purchase of appliances using their energy. We do not wish to compete with anyone in the appliance business. However, we would like to have the option of offering a credit on the account of customers that install gas appliances. Section 21-27- 23(h) appears sufficiently flexible to allow that. However a recent opinion from your office (Alice Wise - 6 Oct 1993) suggests otherwise. Would you be so kind as to clarify the limits of our authority in this matter? You further stated, pursuant to our telephone conversation, that the incentive for customers to switch to natural gas would be an $100.00 credit on their utility bill. In your letter...
