Your letter states: "As the attorney for Yazoo City, I have been instructed to secure an advisory opinion from your office as to whether the Board of Mayor and Aldermen of this City has the right to enact an ordinance regulating persons or corporations dealing in antique, used or scrap jewelry and various precious metals and in such ordinance requiring a person engaging in such businesses to secure a permit to do business from the chief of the local police department in addition to other regular business permits; to require information of the seller including name, race, sex, driver's license number, residence and address together with the signature and a thumb print; to require the delivery of such records on a regular basis, possibly even daily, to the Yazoo City Police Department; to prohibit the disposal by sale or any other manner of such jewelry or precious metals for a period of ten days after receipt thereof; and provide for revocation of a business permit issued by the police chief upon...
