QUESTION Are purchases of equipment such as refrigerators, microwave ovens, ice makers and coffee makers by state agencies for use by their employees lawful? FACTS AND ANALYSIS The purchase of equipment by state agencies is a matter within the sound management discretion of the purchasing authority unless the equipment purchase is expressly prohibited by statute, or unless the purchases are made in violation of the Competitive Bid Law. The purchase of equipment that is conducive to effective management of the personnel force for use in agency facilities is lawful.
