QUESTION Is Alabama Board of Cosmetology Administrative Code, _ 250-X-8-.15, which requires continuing education in order for cosmetology instructors to renew their licenses, compatible with or otherwise authorized by Code of Alabama, 1975 _ 34-7-1, et seq.? FACTS AND ANALYSIS Alabama Board of Cosmetology Administrative Code, _ 250-X-8-.15, provides that all cosmetology instructors must attend a teachers' seminar at least once during each two-year licensing period in order to renew their licenses. The statutory requirements for renewal of all licenses issued by the Board of Cosmetology, including instructors' licenses, is set out in Code of Alabama 1975, _ 34-7-19.
