QUESTIONS 1 AND 2 Can the city legally, from city funds, make a contribution of money to a church group in order to assist in the payment of expenses incurred by the church in hosting a church convention? Can the city legally, from city funds, make a contribution of money to a church group to repay the church for expenses already incurred by the church where the church has sponsored a convention relating to education?
