There is hereby established the Hemophilia Treatment Program in Alabama, to be administered by the Children's Rehabilitation Service of the Department of Rehabilitation Services. Such treatment program shall use the existing facilities and staff of the Children's Rehabilitation Service, as required, for the care and treatment of persons suffering from hemophilia.
