(a) Beginning January 1, 2019, each person who applies for a new driver's license, nondriver identification card, vessel license, or learner's license or permit, or the renewal of any of these licenses, cards, or permits, may provide the Alabama State Law Enforcement Agency with the name and contact information of a person in the event of an emergency.
