A.          Post Office Box 229          Indianola, Mississippi 38751          Dear Mr. Belk:          Attorney General Bill Allain has received your letter and has assigned it to me for research and reply.          Your letter states:
         “We represent the Town of Sunflower, a small town in Sunflower County, which is the recipient of a three year on-going $3, 000, 000.00 grant of the Department of Housing and Urban Development. As a part of the community development program under the grant, the town has acquired certain property adjacent to, but outside, its corporate limits. May the town subdivide into a residential subdivision, and sell lots, on the property which it owns outside the corporate limits?”
         It is understood from a telephone conversation with you that the mentioned Department of Housing and Urban Development Grant is being administered as an urban renewal project which as to State law would be regulated under the provisions of Chapter 35 of Title 43 of the Mississippi Code of 1972, Annotated (theCode), being the Urban Renewal Law.
