2. The president of the board of judges shall preside and shall be entitled to vote at all meetings of the board.

3. The board of judges shall designate a clerk of the court to act as secretary of the board and from time to time substitute another. Such secretary shall serve without additional compensation. All necessary disbursements of the board of judges and the secretary thereof shall be a county charge and paid as other county charges.
