a. There shall be a board of transportation in the city. Such board shall possess the powers and duties hereinafter specified. The board shall consist of three members, to be appointed by the mayor of such city. The term of office of a member of the board shall be six years from the first day of July of the calendar year in which he shall be appointed. Vacancies shall be filled by appointment by the mayor of such city for the unexpired terms. A member of the board designated by the mayor shall be the chairman during his term of office. Each member shall be a resident of such city. He shall receive an annual salary to be fixed by the board of estimate.
