Breazeale          Supervisor          District 5          Neshoba County          Route 8          Philadelphia, Mississippi 39350          Dear Mr. Breazeale:          I am in receipt of your letter enclosing a copy of a petition that has been filed with the Board of Supervisors of Neshoba County in Mississippi, in reference to the construction of a new road in your district, and wherein you state:

“I want to construct the road but first want to know if I can legally construct the road without it coming within the meaning of a private road. The general public would use the road and it would be owned by Neshoba County and kept up by the Board of Supervisors just as any other public road, although the distance or length of the road is not very great as you can see from the petition.”
