The term "budgetary processes" in section 14.3 of the compact shall be construed to include the presentation by the commission of its proposed budget for each fiscal period to the Budget Secretary in the Office of Administration in accordance with the rules and practices of the Commonwealth governing administrative agencies, for study and consideration by such Budget Secretary, and each such budget shall include a statement of moneys required to administer, manage and support the commission during the ensuing fiscal period.
