The occupant or tenant of every dwelling and of each apartment in a two-family dwelling, or the lessee or conductor of every rooming-house, and the conductor of every tenement-house, shall keep the same and every part thereof, and the yards, courts, shafts exclusively belonging thereto, free from all accumulations of dirt, filth, garbage, or other refuse matter.
