         Mr. J. L. Collums          Superintendent          Pontotoc County Schools          P. O. Box 90          Pontotoc, Mississippi 38863          179 SCHOOLS-COUNTY BOARDS           Dear Mr. Collums:          Attorney General Summer has received your letter on July 30, 1973, and assigned it to the undersigned for research and reply.          In your letter you state as follows:
“Several weeks ago the Pontotoc County School Board advertised for bids on the building of two teachers' homes, one at North Pontotoc and one at South Pontotoc. No bids were received on these proposed buildings.”
         You then inquire:
“Is it permissible and legal for the board to hire a carpenter and buy their own material and build these home?”
         You further state:
“We feel that we could, is all probability, build these homes in this manner cheaper than we would have by contract bids.”
         I am of the opinion that if the board finds as a matter of fact that such homes are needed and that they can obtain adequate and competent individuals necessary for the proper construction of such school facilities, they could hire such individuals at an hourly rate that would be reasonable according to prevailing community standards and buy all necessary...
