Each judge of the Municipal and Traffic Court of New Orleans shall appoint his own crier. If the council of the city of New Orleans shall fail to approve the salary, each crier's salary may be paid monthly from the consolidated judicial expense fund of the court, provided that such crier's salary does not exceed the amount paid to the crier on May 1, 1984.
