The Office of Documents and Administrative Issuanc es publishes the District of Columbia Register ONLINE every Friday at
www.dcregs.dc.gov. The Office of Documents does not offer paid subscriptions to the District of Columbia Register. Copies of
the District of Columbia Regis ter from October 2, 2009 to p resent are available at www.dcregs.dc.gov. Copies of the District of
Columbia R egister from April 2003 through July 2010 are available online in the D.C. Register Archive on the web site for the
Office of the Secretary at www.os.dc.gov. Hardcopies of the Register from 1954 to September 2009 are available at the Martin
Luther King, Jr. Memorial Library's Washingtoniana Division, 901 G Street, NW, Washington, DC 20001. There are n o
restrictions on the republication of any portion of the District of Colum bia Register. New s services are encourag ed to publish all
or part of the District of Columbia R egister.
DISTRICT OF COLUMBIA REGISTER
Except in the case of emergency rules, no rule or document of general applicability and legal effect shall become effective until it
is published in the District o f Columbia Register. Publication creates a rebuttable legal presumption tha t a docume nt has bee n
duly issued, prescribed, adopted, or enacted and that the document c omplies with the requirements of the District of Columbia
Documents Act and the D istrict of Columbia Administrative Procedure Act. The Administrator of the Office of Documents and
Administrative Issuances hereby certif ies that this issue of the District of Columbia Regis ter contains all documents required to be
published under the provisions of the District of Columbia Documents Act.
Legal Effect of Publication - Certification
The
Office of Documents a nd Administrative Issuances accepts electronic documents for publication using a Web -based portal. To
submit documents for publication, agency heads, or their representati ves, may obtain a username and password by email at
dcdocuments@dc.gov. For guidel ines on how to format and submit documents for publication, plea se email dcdocuments@dc.gov.
The deadline for filing documents for publication for District of Columbia Agencies, Boards, Commissions, and Public Charter schools is
THURSDAY, NOON of the previous week before publication. The deadline for filing documents for publication for the Council of the
District of Columbia is WEDNESDAY, NOON of the week of publication. If an official District of Columbia government holiday falls
on Thursday, the deadline for filing documents is Wednesday. Email the Office of Documents and Administrative Issuances at
dcdocuments@dc.gov to request the District of Columbia Register publication schedule.
Publication Authority and Policy
The District of Columbia Office of Documents and Administrative Issuances publishes the District of Columbia Register (ISSN
0419-439X) every Friday under the authority of the District o f Columbia Documents Act , D.C. Law 2-153, effective March 6,
1979, D.C. Official Code § 2 -611 et seq. (2016 Repl.). The policies which govern the publication of the Register are set forth in
the Rules of the Office of Documents and Administrative· Issuances (1 DCMR §§300, et seq.). The Rules of the Office of
Documents and Admini strative Issuances are available o nline at dcregs.dc.gov. Rulemaking d ocuments are also subject to the
requirements of the District of Co lumbia Administrative Procedure Act, D.C. Officia l Code §§2-50l et seq. (2016 Repl.).
All documents published in the District of Columbia Register must be submitted in accordance with the applicable provisions of
the Rules of the Office of D ocuments and Administrative Issuances. Documents which are published in the District of Columbia
Register include (1) Acts and resolutions of the Council of the District of Columbia; (2) Notices of proposed Council legislation,
Council hearings, and other Council actions; (3) Notices of public hearings; (4) Notices of fina l, propose d, and emergenc y
rulemaking; (5) Mayor' s Orders and information on changes in the structu re of the District government (6) Notices, Opinions, and
Orders of District governmen t Boards, Com missions and Agencies; (7) Documents having general applicability and notices and
information of general public interest.
