(a) The owner of a vehicle shall attach the decals issued under section 9 of this chapter on the forward half of the vehicle. All decals shall be maintained in a legible condition and displayed only for the period for which the registration is valid.

(b) If a registration decal is lost or destroyed, the owner may apply for a duplicate on forms provided by the department.
