It shall be the duty of the Bureau or Board of Health, and it is hereby empowered, to make such additional rules and regulations governing the use, occupancy, and sanitation and maintenance of the buildings of the grades referred to in this act, the ground surrounding the same, and of unoccupied lands, as may from time to time be deemed necessary.
