F. Summer has received your letter and has assigned it to me for research and reply.          Your letter states:
“As city attorney for Louisville, Mississippi, we submit the following for your consideration and opinion:- “The City of Louisville has recently received a grant from the Department of Housing and Urban Development under the Small Cities Community Development Program. The major activity to be carried out under this grant is improvement of housing conditions by homeowners which will be paid for through a rehabilitation grant to the homeowners. “On behalf of the City, I hereby request an opinion as to whether the contracts issued under this program are covered by the legal requirements of the State Bid laws. The Department of Housing and Urban Development has no specific requirements on this matter other than that the City follows all state laws. “As can be seen from the attached flow chart the contract for work is between the homeowner and the contractor. This contract is the result of a housing inspection, work write up and bid advertisement prepaid by the City on behalf of the homeowner. The City provides all management services as well as providing the funds which are placed in a rehabilitation escrow account in the name of the homeowner. Your prompt attention to this matter will be
