F. Summer has received your letter and has assigned it to me for research and reply.          Your letter states:

         “The Mayor and Board of Aldermen of the City of Morton have requested that I contact you in regard to the following problem. The City Police Department hands out quite a large number of traffic tickets within the city limits. The collection rate of tickets given to those persons residing within the city limits is good; however, when traffic citations are given to persons who are not residents of the City of Morton, these tickets seem to be uncollectable.          “We would appreciate any advice you could give us as to the proper steps that could be taken in order to collect these fines.”
