No bill shall be passed giving any extra compensation to any public officer or employee, agent, or contractor after services have been rendered or contract made nor providing for the payment of any claim made against the state without previous authority of law.

The inclusion in the general appropriation bill of a provision for an allowance to the lieutenant-governor for "official or semi-official purposes" is not provided for by law. The effect of it is to increase the allowance, salary or compensation of the lieutenant-governor in violation of law, and the appropriation is void. Leckenby v.
