         Honorable Chastaine Flynt, Mayor of Town of Flowood          Post Office Box 5536          Flowood, Mississippi 39208          Municipal Officers           Dear Mayor Flynt:          Attorney General Bill Allain has received your letter and has assigned it to me for research and reply.          Your letter states:
“The Town of Flowood, Mississippi, a Code Charter Municipality, respectfully requests your opinion on the following question: 1. If a dispute arises between a Mayor and the Board of Aldermen concerning the hiring and firing of policemen, or a particular policeman, who has the ultimate authority in hiring or firing same, the Mayor or the Board of Aldermen? 2. If the Board of Aldermen vote to hire or discharge a particular policeman, may the Mayor re-hire the discharged policeman or discharge the hired policeman? 3. May the Board of Aldermen, by majority vote, hire or fire a policeman over the protests of the Mayor? The authorities of the Town have examined Sections 21-3-15 in which states the Mayor shall have the superintending control of all officers and affairs of the municipality, and shall take care that the laws and ordinances are executed, Section 21-3-5 and Section 21-21-3 of the Mississippi Code of
