The occupant or tenant of every dwelling, and of each apartment in a two-family house, the lessee or conductor of every rooming-house, and the conductor of every tenement-house, shall provide for each apartment under his supervision a suitable non-absorbent, non-leakable, covered receptacle for garbage, and a receptacle of approved kind for ashes.
