         County Water Districts - Supervisors Authority - Contributions          Mr. L. D. Gatlin          Chairman          Lowndes County Soil & Water Commissioners          Post Office Box 1404          Columbus, Mississippi 39701          Dear Mr. Gatlin:          Your letter request of December 26, 1979, addressed to Honorable A. F. Summer, Attorney General, has been received and assigned to this writer for research and reply. Your letter states:
         “The Soil and Water Commissioners for Lowndes County are duly elected and / or appointed under provisions of Article 69 of the Mississippi Code.          “The Supervisors of Lowndes County have provided some operating funds for the Commissioners for the past several years. Recently, they have been challenged as to the legality of supplying such funds. As I understand Article 69-27-67 of the Mississippi Code, it provides specific authority for contributions to the Commissioners.          “It is requested that you provide specific advice as to the legality of such contributions.”
         Section 69-27-67 provides:
(1) The board of supervisors of any county is authorized and empowered, in its discretion, to make contributions to the various soil conservation districts either now or hereafter located entirely or partially within such county, under
