Member Ousey specially concurs.          ORDER ON REVIEW          Claimant requests review of Administrative Law Judge (ALJ) Ogawa’s order that declined to award an assessed attorney fee under ORS 656.383(1) for claimant’s counsel’s services during the reconsideration proceeding, which resulted in an Order on Reconsideration’s rescission of a Notice of Closure.
