Summer has received your letter of request and has assigned it to this writer for research and reply.          Your letter reads as follows:

         “Please advise whether or not, in your opinion, seventeen year olds are permitted to register for voting and whether or not seventeen year olds would be permitted to vote in a special municipal election for mayor on the 25th day of February, 1975.”
