Your letter states as follows:          On March 3, 1986, the Jefferson Davis County Board of Supervisors elected to cut the salaries of the Jefferson Davis County Sheriff Department employees.          The Board of Supervisors did not cut the budget of the Sheriff's Department, only the salaries of the employees.          I am requesting an official opinion from your office as to whether the Jefferson Davis County Board of Supervisors has the authority to cut the salaries of my employees.          In a 1983 opinion to Sheriff J.
