Notice of Intent to Establish a New
Motor Vehicle Dealer License
Notice has been received from Foley Equipment Com-
pany of its intent to add a new location located at 1737
S.W. 42nd St., Topeka, Kansas, and also intends to add
the new franchise of Caterpillar to its location.
Pursuant to K.S.A. 8-2430(a)(5), any existing new motor
vehicle dealer may protest the proposed addition of the
new line-make Caterpillar if the existing new motor ve-
hicle dealer has a franchise agreement for the same line-
make vehicles as that which are to be sold or offered for
sale by Foley Equipment Company located at 1737 S.W.
42nd St., Topeka, Kansas, and provided that the existing
new motor vehicle dealer is physically located such that
its relevant market area, as defined in K.S.A. 8-2430(e),
includes the location where the new Caterpillar dealer-
ship will be located.
Pursuant to K.S.A. 8-2430(a), any petition or complaint
by any dealer with standing to protest must be filed with
the director of the Division of Vehicles within 30 days of
this notice. Such petitions or complaints must be directed
to the director of the Division of Vehicles, Kansas De-
partment of Revenue, 11th Floor, Docking State Office
Building, 915 S.W. Harrison, Topeka, 66612.

Notice of Kansas Technical Committee Meeting
The Kansas Technical Committee (KTC) will meet from
9 a.m. to 3 p.m. Thursday, September 26, at the Natural
Resources Conservation Service (NRCS) Conference Cen-
ter, 747 Duvall, Salina. The agenda includes recommen-
dations from the KTC Environmental Quality Incentives
Program (EQIP) subcommittee regarding conservation
practices, ranking criteria, and resource concerns forfiscal
year 2014.

Project: Proposed project for South Kansas and
Oklahoma Railroad Company to replace rail between
Cherryvale, Kansas, and Cherryvale yard.
South Kansas and Oklahoma Railroad Company will
receive proposals from suppliers to furnish rail, ties and
other track material in accordance with the project plans
and contractors for the installation, rehabilitation or con-
struction of rail, ties, crossings and other track services in
accordance with the project plans.
Bid Package Track Rehabilitation
Material Requirements
Project Scope: The project consists of relaying over
23,500 feet of rail and other associated track material on
the South Kansas and Oklahoma Railroad Company in
the state of Kansas. Bidders will be requested to provide
all or a portion of the material as they are able to supply
and all of the services in accordance with the project doc-
uments, including, but not limited to, the plans and spec-
ifications.

In compliance with federal regulation, the Kansas De-
partment for Children and Families (DCF) has scheduled
a public hearing from 10 to 11 a.m. Monday, September
9, in the fifth floor conference room (5EA), Docking State
Office Building, 915 S.W. Harrison, Topeka, to solicit in-
put from the general public regarding the administration
of the Low Income Home Energy Assistance Program
(LIHEAP). The public is invited to submit written com-

supply and all of the services in accordance with the pro-
ject documents, including, but not limited to, the plans
and specifications.
