McLaurin, Jr.          Chief Administrative Officer          The City of Starkville          City Hall - Lampkin Street          Starkville, Mississippi 39759          Municipal Funds           Dear Mr. McLaurin:          Attorney General Bill Allain has received your letter and has assigned it to me for research and reply.          Your letter states:
“Subject: Compensation of Municipal Officials and Employees Traveling Expenses for Municipal Officers and Employees. “I am writing to request your opinion relative to certain matters related to the subjects noted above. Your prompt attention to this request for information will be appreciated. “With regard to local, in-town traveling expenses incurred by elected or appointed municipal officials as the result of operation of a private motor vehicle, does state law allow a municipality to establish a fixed, lump-sum, monthly travel expense allowance, said travel expense allowance to be paid in lieu of a reimbursement of traveling expenses pursuant to Section 25-3-41 of the Mississippi Code of 1972 , as amended? With regard to compensation of elected or appointed municipal officials, does state law allow a municipality to establish a fixed, monthly lump-sum payment for 'local
