Summer has received your letter and has assigned it to me for research and reply.          Your letter states:
“We have within the employment of the Town a policeman who has been elected as a Justice Court Judge of a beat which comprises a large portion of the incorporated area of the Town of Prentiss.
         “Article 1 Section 2, of the Mississippi Constitution states:
