         Honorable Edward O. Miller          Attorney at Law          Post Office Box 1945          Gulfport, Mississippi 39502          Duties of Attorneys employed by the City of Gulfport           Dear Mr. Miller:          Attorney General Edwin Lloyd Pittman has received your letter of August 6, 1984, and has assigned it to me for research and reply.          You write as the attorney for the Gulfport Civil Service Commission and state:
“Pursuant to our conversation of August 2, 1984, I am requesting a written opinion from your office concerning the problem about which I called you. As you recall, I am the attorney for the Civil Service Commission, paid by the City of Gulfport. Joe Meadows, a local attorney, is the City Attorney for the City of Gulfport. A city employee who was recently reinstated by a Supreme Court mandate has appealed the monetary award made by the Civil Service Commission for back wages. The question has arisen as to who should represent the City of Gulfport on the Appeal, the City Attorney or the Civil Service Commission Attorney?”
