D.          Mississippi State Board of Health          Post Office Box 1700          Jackson, Mississippi 39205          Limited Licensure           Dear Morgan:          Attorney General Summer has received your letter of request and has assigned it to the undersigned for research and reply.          You ask for a clarification of Mississippi Code of 1972, Section 73-25-23, providing for limited institutional licensure for the practice of medicine in State institutions. You ask specifically if these individuals can rotate through such institutions affiliated with the University Medical Center in residency training programs as the Veterans Administration, Baptist, and Hinds General Hospital at Jackson, Mississippi, the North Mississippi Medical Center at Tupelo, the Mississippi State Hospital at Whitfield, the Kuhn Memorial Hospital at Vicksburg, and peripheral family practice clinics in Jackson. You attached copy of a letter dated September 23, 1974, from Dr. Richard C. Miller, Associate Dean at the University of Mississippi Medical Center, and also you attached copies of opinions rendered by the Attorney General on this subject dated June 25, 1971, and January 25, 1972.          Mississippi Code of 1972, Section 73-25-23, provides for limited institutional licensure for the practice of medicine in State institutions. It is restricted to graduates of foreign medical colleges who are employed or who are being considered for employment to practice medicine in a Mississippi State supported institution.
