         Hearing before Administrative Law Judge O. Milton Fine II on April 18, 2019 in Little Rock, Pulaski County, Arkansas.           Claimant, pro se, not appearing.           Respondents represented by Mr. Jason Ryburn, Attorney at Law, Little Rock, Arkansas.           O. MILTON FINE, II Administrative Law Judge.          I. BACKGROUND          This matter comes before the Commission on a motion to dismiss by Respondents. A hearing on the motion was conducted on April 18, 2019 in Little Rock, Arkansas. No testimony was taken in the case. Claimant, who according to Commission records is pro se, failed to appear at the hearing. At Respondents’ request, the Commission file on this claim has been incorporated herein in its entirety by reference.          The record reflects the following procedural history:          Per the Form AR-1 filed on April 5, 2018, Claimant injured her lower leg (tibia, fibula and muscles) at work on March 15, 2018 when she slipped and fell. According to the Form AR-2 also filed on April 5, 2018, Respondents accepted the injury as compensable. But they added: “Employee has full duty release but is refusing to return to work.” Brooklyn Parker, Esq., entered an appearance on behalf of Claimant on May 4, 2018. Thereafter, on May 16, 2018, Claimant asked the Commission to process a one-time change of physician on her behalf. The Medical Cost Containment Division entered an order on June 5, 2018, changing Claimant’s physician to Spencer Guinn, M.D., and scheduling an appointment for her with him for June 15, 2018.          On July 10, 2018, Tom Mickel, Esq., moved to be substituted as counsel. I take judicial notice of the fact that Mr. Mickel passed away on December 1, 2018. Since that time, per the file, Claimant has been pro se.          The record reflects that no further action was taken...
