Dear Sir: Under date of June 22, 1940, you refer to that part of section 20-2309,8 Oregon Code 1935 Supplement, as amended by chapter 317, Oregon Laws, 1939, which provides that the board of supervisors of dog control districts
"shall serve without pay, but may be paid necessary expenses, in no event exceeding one hundred seventy-five dollars ($175) for each supervisor per annum, to be paid from the dog license fund.",
