Dear Sir: I have your letter dated September 24, 1940, requesting my opinion as to the authority of the state department of agriculture, under section 18-201, Oregon Code 1930, as amended by chapter 91, Oregon Laws, 1939, "to lease for a year the horse show stadium for a riding academy or for a local saddle club to stable and train their horses." The aforesaid section provides as follows:
"The state department of agriculture hereby is authorized to issue a license for a period of not to exceed two weeks during each year, permitting the holder of said license to conduct any business therein named upon the state fairgrounds at Salem, Oregon, for a period of two weeks or less at such price as the department may determine; and the funds arising therefrom shall become a part of the funds deposited with the state treasurer under the provisions of section 18-109, Oregon Code 1930, as amended."
