Murphy,Real Estate Commissioner. Dear Sir: I have your letter of October 7, 1940, submitting for examination a catalogue of stickers and forms designated "Money Maker Collection Stickers and Business Builders", offered for sale by the Credit Census Bureau, Inc., of Minneapolis, Minnesota. You request my opinion as to whether or not the sale of said stickers and forms by said company, without being licensed as a collection agency under the provisions of section 63-1301, et seq., Oregon Code 891935 Supplement, relating to collection agencies, is a violation of law. Section 63-1302, Oregon Code 1935 Supplement, defines the term "collection agency" as follows:
"The term 'collection agency' shall mean and include all persons, firms, corporations and voluntary associations engaging directly or indirectly in the collection
