Colo. Const. art. V § 39 Orders and Resolutions Presented to Governor

Every order, resolution or vote to which the concurrence of both houses may be necessary, except on the question of adjournment, or relating solely to the transaction of business of the two houses, shall be presented to the governor, and before it shall take effect, be approved by him, or being disapproved, shall be re-passed by two-thirds of both houses, according to the rules and limitations prescribed in case of a bill.

ANNOTATION

This section and § 1 of art. XIX, Colo. Const., are not in pari materia. The first relates to ordinary legislation, and the last to the calling of a convention for the amendment of the constitution. They are of equal dignity, and neither can be invoked to interfere with the operation of the other. People ex rel. Stewart v. Ramer, 62 Colo. 128, 160 P. 1032 (1916).
