You allege that on September 8, 1999, the Building Office violated the APRA by denying you "an opportunity to review the Building Permit application file for [a] subject property." According to your complaint, the secretary/clerk stated "'the file is not available until and unless a permit has been issued.'" You claim that this denial was contrary to the APRA and R.I. Gen. Laws § 23-27.3-108.1.7. In response to your complaint, we received a substantive response dated September 16, 1999, from the town solicitor, Michael A. Ursillo, Esquire.
