Your inquiry states as follows:

The Hancock County School Board of Education, as did the Bay St. Louis Separate School District Board adopted an order on the 13th day of December, 1955 to reconstitute and reorganize Hancock County into two separate and distinct school districts. The plan was submitted to the County School Board by the Educational Finance Commission as mandated by the Mississippi Legislature, House Bill 3, Chapter 12 of General Laws of Mississippi, Extraordinary Session of 1953. 1 The City of Waveland made a plea to form a third school district within the county but the request was denied by the Commission. Thereafter, Waveland was given an opportunity to join 2 the Bay St. Louis District or the Hancock County School District. The Waveland Board of Aldermen made a final decision to join the Bay St. Louis District. The boundary lines for Hancock County 3, Bay St. Louis 4, and the City of Waveland 5 were set and agreed upon by both school boards as ordered by the Educational Finance Commission. Within the last several years the City of Waveland has extended its corporate limits and presently has plans to extend further. Each time previously, and the present planned annexation will extend their corporate limits into the Hancock County School District.

         Bay St. Louis is a municipal school district with added territory. This added territory includes the City of Waveland. Expansions of the corporate limits of Bay St. Louis would automatically adjoin the enlarged territory to the municipal school...
