Coosa County E-911 Board is not authorized to provide
administrative office space for use by a commercial ambulance
company that is providing services in the county or make
modifications to its office building on behalf of the
company.

This
opinion of the Attorney General is issued in response to your
request on behalf of the Coosa County Emergency
Communications District.
QUESTION
May the
Coosa County Emergency Communications District provide
administrative office space for use by a commercial ambulance
company that is providing services in the county and make
modifications to its office building on behalf of the
company?
FACTS
AND ANALYSIS
Your
request states that the Coosa County Emergency Communications
District has been asked to provide administrative office
space for a private ambulance service that provides services
in the county and to renovate its office building on behalf
of the company. You question whether these actions fall
within the authority of a communications district under
sections 11-98-1, et seq., of the Code of Alabama.
Ala. Code §§ 11-98-1 to 11-98-15 (2008 & Supp.
2015).
Sections
11-98-l(a)(5) and 11-98-2 provide that the governing body of
any municipality or county may create a communications
district, otherwise known as an E-911 board, as a political
subdivision of the state. The purpose of the E-911 board
statutes is to "establish the number 911 as the primary
emergency telephone number for use in communications
districts created in municipalities or counties." Ala.
