         Honorable Ethan Russell          Chairman          Lawrence County Election Commission          Post Office Box 629          Monticello, Mississippi 39654          Dear Mr. Russell:          Attorney General Bill Allain has received your request for opinion and has referred it to the undersigned for research and reply.          You advise that a special election is scheduled in Lawrence County, Mississippi to be held on March 18, 1980, to fill a vacancy in the office of superintendent of education. You further advise that the election commission desires an opinion “ . . . as to what qualifications a candidate must have in order to be elegible to become a candidate for the office of Superintendent of Education?”          The qualifications, in order to be eligible to hold the elective office of county superintendent of education, are set forth in Section 37-5-73, Mississippi Code of 1972, Sub-Section (1) of which provides:Before anyone shall be eligible to hold by election the office of county superintendent of education he shall be a qualified elector and a citizen of the state for four years, and of the county for two years immediately preceding his election.. Subsection (2) thereof provides that such candidate . . . shall hold a certificate to be issued by the state department of education certifying that he holds a bachelor's degree and also that he shall hold, or be eligible to secure, a Class A certificate as defined in the rules and regulations of the state department of...
