(a) The county may sell to any industrial development agency designated as such an industrial development agency, in the manner provided by Chapter 23 of the act of June 29, 1996 (P.L. 434, No. 67) , known as the "Job Enhancement Act," with or without consideration, any lands, easements or rights in land, together with any improvements, buildings or structures therein or thereon now owned by the county or hereafter acquired by it for the purpose of establishing or enlarging any commercial, industrial or manufacturing enterprise or research and development center within the county, and make with such industrial development agency any and all agreements for the industrial development of such lands, easements or rights in lands, or may lease to any such industrial development agency for a term not exceeding ninety-nine years at a nominal or other rental, as may be determined, any or a...
