It shall be unlawful to place any sign, banner, or advertising matter of any kind whatsoever on or across any State highway or on or across any structure within the legal limits of any State highway without first having obtained the written consent of the department. Any person violating the provisions of this section shall, upon summary conviction, be sentenced to pay a fine of not less than four dollars ($4.00) nor more than twenty dollars ($20.00).
