Upon application of any person, accompanied by a fee of $20 which shall be in addition to the annual registration fee, the department shall issue to the person a special "In God We Trust" registration plate. The special registration plate may be used only on a passenger car or truck with a registered gross weight of not more than 14,000 pounds.

[Section 4. Section 1905 of Title 75 is amended by adding a subsection to read:]

[§ 1905. Payments to special funds.]

[(d) Pennsylvania Hunting Heritage Fund.--Fifteen dollars of each fee received under section 1355.1 (relating to Pennsylvania hunting heritage plate) shall be credited to the Pennsylvania Hunting Heritage Fund, established as follows:]

[(1) There is hereby established a special account in the State Treasury which shall be known as the Pennsylvania Hunting Heritage Fund. The purpose of the Pennsylvania Hunting Heritage Fund is to provide funding to nonprofit organizations as defined under section 501(c)(3) of the Internal Revenue Code of 1986 (Public Law 99-514, 26 U.S.C. § 501(c)(3) ) that coordinate the processing and distribution of donated wild game from hunters and municipal herd reduction sources to Pennsylvania residents through a distribution network of food banks in this Commonwealth, provided that 50% of the money in the special account shall be allocated to nonprofit organizations established, prior to January 1, 2014, to conserve all birds and mammals of this Commonwealth and the ecosystems in which they live.]
