         Mr. Leland Taylor          Route 2, Box 165          Fulton, Mississippi 38843          Dear Chief Taylor:          Attorney General Bill Allain has received your letter of January 21, 1980, and has assigned it to me for reply. In your letter you state:
         “As Chief of Police of the Fulton Police Department, I request the opinion of the Attorney General on the above matters.          Section #63-3-519, Miss. Code Ann . states that it shall be unlawful for any person or peace officer or law enforcement agency except the Mississippi Highway Safety Patrol to purchase or use or allow to be used any type of radar speed detection equipment upon any public street, road or highway of this state. However, such equipment may be used:          1. By municipal law enforcement officers within a municipality having a population of two thousand (2, 000) or more upon the public street of the municipality.          Main Street in Fulton is also U.S. Highway 78 and is maintained by the state Highway Department. The city of Fulton has a population of approximately 3, 100.          My question presented for your opinion is whether the Fulton Police Department may use a type of radar speed detection
